Clark Livingston, a quarterback who transferred last week from Orange Lutheran to La Habra, has been declared ineligible, according to the Southern Section website.

Livingston can appeal the decision.

As for the reason he is ineligible, Southern Section spokesman Thom Simmons said in an email, ‘He does not meet the minimum requirement under CIF rules for participation.’
