Cal State and faculty reach agreement; no pay raises included

The 23-campus Cal State University system has reached a contract agreement with its faculty union, easing the threat of a possible strike for the next two years, officials announced Tuesday.

The 23,000 professors, counselors, coaches and librarians in the California Faculty Assn. will not get salary raises under the proposal, but talks on those issues can be reopened for the next two school years, if the contract is ratified. The agreement also calls for changes in the appointment process for some temporary faculty appointments and some improvements that faculty sought in policies about evaluations and sabbaticals.

Alice Sunshine, a spokesperson for the union, described the pact as “a fair agreement given the tough times.” She said the group is unlikely to seek reopening of talk on pay unless the state economy suddenly and dramatically improves.

The proposed settlement would run through June 30, 2014, and must be approved by the university’s board of trustees and the union membership. The trustees are scheduled to review it at their September meeting. Sunshine said that the results of a union ballot are expected by Labor Day. If faculty approve the contract, the threat of a strike would be lifted.

“In this extremely challenging budget climate," John Swarbrick, CSU associate vice chancellor for labor relations, said in a statement released Tuesday, "we are pleased to come to an agreement with the CFA that will allow both parties to move forward and focus on the state's reinvestment in higher education.”
