The boat, spotted at about 2:30 p.m. Saturday during a routine patrol, was towed into harbor and two U.S. citizens aboard were arrested.

The boat was a 24-foot Wellcraft. Agents found 98 packages of marijuana weighing 453 pounds and worth an estimated $272,000.
