Jerry Brown to deliver State of the State address at 10 a.m.

Gov. Jerry Brown will deliver his annual State of the State address in Sacramento on Wednesday morning.

Last year, Brown delivered a 14-minute speech aimed at bridging partisan differences in Sacramento and urging lawmakers to work together to close the state’s budget gap. After failing to span that partisan chasm, Brown is now taking his message of higher taxes directly to voters with an initiative planned for the November ballot.

Brown is expected to use Wednesday’s address to champion the need for new public works projects like high-speed rail and water storage. He is also expected to expand on some of the proposals in his budget for next year, including a proposal to give schools more flexibility in the way they spend state funds.

A Brown advisor said Tuesday that Brown would call for less statewide testing in his speech.

The speech begins a whirlwind day for the governor, and the de facto beginning of Brown’s campaign for a ballot measure that would raise billions in new sales and income taxes. Brown will fly to Los Angeles immediately after the speech. He will make stops at Los Angeles City Hall and a public school in Burbank Wednesday afternoon before heading on to Orange County and San Diego on Thursday.
