San Jose’s redevelopment agency is on the brink of collapse, and Jerry Brown is not to blame.

Long before Brown’s plan to scrap such agencies, it seems San Jose was already in trouble. Plummeting property-tax revenues, debts and a legal quarrel previously covered in this column now threaten to end half a century of redevelopment in the state’s third-largest city. A billion dollars have been spent.
