Gov. Jerry Brown wants a deal on the budget; the GOP finally has some leverage. But with time running out, talks have broken down.

Officials at University of California campuses are weighing severe cuts even as students prepare to demonstrate.

Redevelopment agencies around the state siphoned money meant for schools, and not one met filing requirements for financial reports, the state controller said. Brown wants to eliminate the agencies as part of his budget plan, and they are fighting back.
