Gov. Jerry Brown is expected to entrust Mona Pasquil, a longtime Democratic political operative, with the job of overseeing whom he appoints to fill California’s vast bureaucracy, according to people familiar with the decision.

Brown has been in office more than two weeks, but he has been slow to fill out his administration. One full wing of the governor’s office in Sacramento remains nearly vacant. Pasquil will play a critical part in that job.

Pasquil is a veteran of California politics, serving as chief of staff to Lt. Gov. John Garamendi and, after his election to Congress, as acting lieutenant governor for parts of 2009 and 2010. She was previously a political adviser to former Gov. Gray Davis and a former member of the Democratic National Committee. Pasquil, who is Filipino American, has also been involved in engaging Asian Pacific Islanders in politics.
