First Take: Lawmakers raise millions while budget stalls. Whitman to raise cash with Condoleezza Rice

The state budget may be nearly three months overdue, but that hasn’t stopped lawmakers from raising millions of dollars in campaign contributions while the stalemate continues.

In an interview Monday, former President Clinton laughed off remarks made by Jerry Brown, and in the process called the California Legislature the most innovative in America.

Meg Whitman was in Sacramento on Monday and will get a little fundraising help from former Secretary of State Condoleezza Rice in the Bay Area on Tuesday.

Brown called on Whitman to take a stand on Proposition 23, the proposed suspension of the state’s greenhouse gas law. Whitman vowed she would take a position on the measure by the end of the week.
