The Assembly wrapped up its budget debate shortly before 1 p.m., after hours of discussion over proposals that everyone agreed were going nowhere. Assembly members rounded out the fireworks with a vote on the Democratic plan. It needed 54 votes to pass, but fell short with just 48. Some Democrats who were present couldn’t bring themselves to vote in favor of it. They were Ana Caballero of Salinas, Alyson Huber of Eldorado Hills and Jose Solario of Santa Ana.

The Senate argument continued to rage.
