It's a bird, it's a plane, it's a...chicken car?

So many questions.  So few answers. 

Have you folks seen this car around town?  Commenters on this photo suggest it has been sighted, more times than Elvis, in the Santa Monica area.  Anyone know what's up with this? 

And, further, as commenter Surge points out, its owner seems worried about a potential theft.  (See the Club on the steering wheel there, above.)  Do you think a car thief would get far?  I know high-speed chases are bad and all, but wouldn't it be almost awesome to see this rooster careening through the streets, Bullitt-style?

In the late '70s I worked for a small fast food restaurant chain in southern Illinois called "Mr. Drumstick". Periodically the chain owner would park a "chicken car" outside the restaurant for PR. It was identical to the one pictured except it was white and the chicken's body and tail were white as well.
