WHAT DOES IT DO?
- In 2004, California passed Proposition 63, the Mental Health Services Act. Prop 1E would transfer roughly $230 million of state funding for that program to cover mental health screenings for children and young adults.
- The program that provided those screenings in the past was the state-funded Early and Periodic Screening, Diagnosis, and Treatment Program, which specialized in low-income child development. Prop 1E would take away that state funding, and would replace it by redirecting some of the money from the Mental Health Services Act.
- The screening program for children and young adults and the Mental Health Services Act would both still exist if this bill were to pass. However, for a period of two years, the MHSA would lose about $230 million worth of state funding.
- The overall goal of this bill is to reduce state spending by cutting funding for one program and making it share money with another.
