WHAT DOES IT DO?
- Prop 1C will modify the existing (lengthy) laws regarding the California State Lottery.
- It will help ease the state's financial crunch by borrowing $5 billion against future lottery proceeds, and has a provision allowing for more borrowing in the future.
- It also will authorize the state to use lottery earnings to fund schools.
WHAT DOES THE LA TIMES THINK?
The Los Angeles Times' editorial board supports a Yes vote on Proposition 1C.
An LA Times article from Feb. 20 ("With budget stalemate over, next move is up to California voters") said:
"Another proposal that would be voted on in May threatens to plunge the state deep back into the red.
It calls for borrowing some $5 billion against future lottery revenues. Assembly Speaker Karen Bass (D-Los Angeles) has expressed concern that may not go over well with voters, who are reluctant to tamper with lottery proceeds now earmarked for education, even if the proposal ensures schools still get their money."
