In her October report, Marie Ishida, executive director of the CIF, said legal costs in the past year will top $1 million for the second time in 10 years.

A lot of it has to do with parents going to court to challenge CIF eligibility rules.

In 2007-08, Ishida reports there was paperwork submitted for 6,864 transfers within the CIF’s 10 sections. The figure jumped to 10,998 in the past school year, a 38% increase. There were 125 hardship cases heard by the state appeals panel in the last school year.
