Football: Santee's Carter makes final decision

Los Angeles Santee wide receiver Tevin Carter is "firmly" committed to California, Coach Joe Kearney said.
Carter committed to Washington during the spring but became the focus of much heavier recruiting after winning the 200 meters at the City Section track and field championships.
He's 6-3, 190 pounds.
