Sam Browne was a British (I think) cavalry officer who lost an arm in battle. He invented the rigging so he could carry a side-arm and cavalry sabre into battle.

To be frank, I don't really know him. Good luck to the others trying to guess who he is. My knowledge of old actors is very very limited to Cary Grant period. Don't know anybody else.
