It's THE BUGLE SOUNDS, directed by S. Sylvan Simon, who I believe is sitting on the tank with Wallace Beery.

Could this be "The Bugle Sounds" (1942) directed by S. Sylvan Simon (who may be the mystery talent with the sun glasses)?
