Looks like the photo was taken during Reagan's third manifestation, post 1964 (his first was as a Motion Picture actor, his second was as a TV Actor and Corporate pitchman, and his third as a Republican Party politician).
Picture is early to mid 1960's judging from the clothes on the mystery man. This would be before Reagan became Governor and probably after he campaigned for Goldwater in 1964. Probably while Reagan was considering running for Governor.
My guess is the mystery man is a newpaper reporter or columnist interviewing Reagan or doing a story on him about his political ambitions. Probably a L.A. TImes Reporter. Name unknown.

The reporter's badge belonged to Sid Hughes (1908-1958), legendary reporter who worked at nearly every newspaper in Los Angeles.
