The Times Building in "Act of Violence," 1948, pointed out by my colleague, Steve Hensch.

Notice how the state office building and city hall are lit up in the dark like a giant flood light was pointed at them. Even the Times building seems to have a flood light pointed at it. A very odd effect for a night scene. I'm assuming it was to give the movie viewer a sense of location in the scene.
