L.A. City Hall reporter Phil Willon will be chatting with readers about the city’s budget turmoil and the drastic steps Mayor Antonio Villaraigosa has proposed, including shutting down city services two days a week.

As Willon and colleagues Maeve Reston and David Zahniser have reported, a key piece of the budget puzzle is $73.5 million that the City Council wants the DWP to turn over, but which the agency has refused to do.
