Another Redistricting Initiative Filed

Ted Costa, the government watchdog who helped launch the 2003 recall, has introduced a second version of his California redistricting plan. This one looks similar to the American Idol redistricting initiative he submitted to the Attorney General this week. But it also puts a cap on the budget of the new redistricting commission (no more than 90% of what was spent in 2001), and it requires two Assembly districts to be "nested" with every Senate district.
