Rentals of luggage carts at the nation’s airports have been on the decline for years with the growing popularity of wheeled luggage.

But cart rentals have dropped off even more dramatically in the last few years as airlines have begun to charge passengers to check luggage, forcing travelers to pack fewer belongings.

The decline has turned former money-making ventures at some airports into a drain on public coffers.
