--- The tax man cometh: The Obama administration’s bank-fee proposal, a tax by any other name, is just one of many tax ideas on the table or under the table in Washington. Another new one: applying the Medicare payroll tax to capital gains and dividends. A roundup of seven major tax proposals is here.

--- Taking aim at energy speculators: The Commodity Futures Trading Commission proposes to limit trading positions of big speculators in oil, natural gas, heating oil and gasoline futures -- a move long demanded by consumer groups who believe the 2008 spike in energy prices largely stemmed from speculators running amok.
