Construction begins on Imperial Valley reservoir
On a rocky patch of desert, federal and state officials Tuesday began construction on a $172.2-million reservoir that will store water from the Colorado River that otherwise would be "lost" to Mexico.
The reservoir will mean more water for coastal Southern California, southern Nevada and central Arizona -- where water agencies have agreed to split the cost.
But it will mean less water for Mexico, where farmers and cities are suffering from drought and a leaky infrastructure that has trouble delivering water to its customers.
For decades, the United States has allowed Mexico to receive more water from the Colorado River than it was assured under a 1944 treaty. The excess water came from those occasions when more water was surging down the river than Imperial Valley farmers could use.
But with the region suffering a historic drought, the U.S. Interior Department took the lead in devising a project to capture excess water from the All-American Canal rather than allowing it to flow south of the border.

Dear Editor, Official Community Plans, OCP's are important, however, Councillors need to be aware of what is taking place, wide spread.
In the new Technology age in which we now live, some jobs no longer require a Human effort to effect results. Some ways it's good, some way's it's bad, but it is what it is. While Industry has advanced the tranfer from the workforce has fallen upon Construction and a large unrest in the populace, menifesting itself in frustration that is going to be helped only by the advance in the Monetary System, to provide on a Need base and not a Gold reserve base.
Finance needs to be restrucured to provide a base income for everyone, those that work of course get more income. The World debt needs to be forgiven in total, so the Governments can function for the benifit of the people in total. Our World needs to get together and sort through each Countries problems, one at a time.
There is no need for Billons of People to die, due to any Industrial Revolution of sorts. When the Printing and allocating of Money could prevent all or most of the currant frustrations and schemes.
In case where there is a lack of water, look to the Ocean, take the salt out, filter it and use it. but do not pump the salt back in, let it dry and use it or store it.
