The city of Costa Mesa officially rescinded 70 layoff notices Tuesday after the City Council voted earlier this month to rescind the notices issued to employees whose jobs were at risk under a controversial outsourcing plan proposed in 2011, a news release said.

The city has also asked the city’s employees association to drop a lawsuit filed to stop the outsourcing plan, which is still making its way through the legal system.

‘I know this period has been difficult for you, your department and the city, and I appreciate your professionalism through it all,’ city CEO Tom Hatch wrote in a letter to employees. ‘We still have significant budget challenges ahead, but we will work through them together.’

Costa Mesa has since backed away from its initial outsourcing concept, which began with plans for laying off about 200 city workers.
