‘He has not been seen or heard from since and his foster parent is extremely concerned for his welfare,’ the Los Angeles Police Department said in a statement.

Tippen is described as a white and Asian with short, black hair and brown eyes, the LAPD said. He is 5-feet, 2-inches tall and weighs about 130 pounds.

He was last seen wearing a white T-shirt with an eagle emblem on the front, a black sweater, blue jean shorts and green Army boots.

His foster mother says he walks on his toes and bobs his head while he walks, according to police.

Anyone with information is asked to call detectives at (310) 726-7700. Anonymous tipsters can call (800) 222-8477.
