State Senate wades into Southern California's water wars

The State Senate waded into a classic Southern California water war on Thursday, overwhelmingly passing a bill to bar the Central Basin Municipal Water District from storing groundwater or importing it for storage. Instead, the water would be handled by a rival agency.
