Live video: Gov. Jerry Brown's State of the State address

 

Gov. Jerry Brown is delivering his annual State of the State address in Sacramento this morning. Brown is expected to use the address to champion the need for new public works projects such as high-speed rail and water storage. He also is expected to expand on some of the proposals in his budget for next year, including a proposal to give schools more flexibility in the way they spend state funds.
