San Diego power outage causes massive rush-hour gridlock
The power outage in San Diego has created massive gridlock across the city as rush-hour commuters struggle with traffic lights that have been knocked out of service, police said Thursday afternoon.
"Our biggest problem right now is gridlock," said Lt. Andra Brown of the San Diego Police Department. "It's rush hour."

She said the department was calling in off-duty officers to direct traffic. The department had activated its emergency operations center and backup generators were ensuring that 911 calls were not affected, Brown said.
"We're asking people who don't have to be on the road to not drive," she said.
