This wall was setup at Venice beach to give street artist (and i am not referring to idiot taggers) a place to do what they do legally. This setup actually helps curb (albeit only a little) illegal graffiti. This wall is enjoyed by the artist and the on-lookers. So it's not such a bad thing.

The walls are there for people to paint, perfectly legal as far as I know.
