911 operators stage sickout to protest furloughs and pay cuts, causing LAPD personnel to cover shifts

Nearly three dozen emergency 911 operators staged a wildcat sickout Thursday at two Los Angeles call centers, prompting the LAPD to have administrators and other personnel work their shifts.

The sickout to protest furloughs and pay cuts was confined to operators who field emergency calls for the LAPD, officials said. The fire department has its own operators.

LAPD Asst. Chief Sandy Jo MacArthur said that department officials became aware of a possible work action late Wednesday and prepared plans to cover shifts. She said the sickout's effect was minimal, even though nearly a third of the operators were out on the day shift.

"Our administrative and training staff were able to cover those who had called in sick," MacArthur said. "We were up to full speed by p.m. watch."

On a typical weeknight, there are 45 operators working at the Metropolitan call center downtown and 40 at the West Hills station, officials said.

MacArthur said that although the department is sympathetic to the issues facing civilian employees, the primary responsibility of the LAPD is public safety.

"We have contingency plans in place to ensure the citizens of Los Angeles are safe," said MacArthur, who acknowledged that "there could be an impact on the speed in handling non-emergency calls" if the sickouts were to continue.

Police union President Paul M. Weber said he received two messages about the action via Twitter from the address "LA City Workers." The first read: "Mr. Weber, I would like to discuss our planned job action with you so that you may inform the department to ensure public safety."

A second read: "I anticipate a tac alert due to personnel shortages so your membership may get a few hours of overtime :)."

Weber said he forwarded both messages to the department to ensure it would be prepared to deal with the fallout from a possible work action. The sickout affected about half of the personnel at the two 911 centers during day watch, which is approximately from 6 a.m. to late afternoon.

 

The work action forced the police department to have some administrators and others to fill the shifts. 

Weber said he was concerned that the sickouts could continue and spread to the jails. "We are worried that this is going spread beyond the 911 operators," Weber said.

"This is really a reaction to the City Council implementing furloughs and layoffs," he said. "We are concerned that the department is going to have to take officers out of the field to backfill these critical functions."

In April, Weber warned that cuts to civilian jobs would negatively affect patrol officers on the streets.

"For every 100 officers who are pulled from the field work to backfill vacant civilian positions, it is the equivalent of removing about 30 police cars citywide," he said.

And the main point that needed to be made (which the Times again failed to point out), is the ongoing reduction in emergency services personnel and access to 911 services due to the increase in furlough time of such "non-essential" personnel...

yeah, to those complaining about the operators taking work action for loss of hours and paycut are the same ones who will complain that it took 30 min for the police to get there because the lower paid/less skilled operator didn't get something right. lol

oh, and yes people should be whining about less wages and health care increases. do you think upper management are dealing with those same problems as they cash in their fat bonuses for keeping labor costs down. they're using the economy as an excuse not to take care of their employees. do you think there are paycuts in the boardroom too? are they sharing in your pain as you try to decide between going to the dr and getting groceries? i think not. so take your conservative diatribe elsewhere. thank you :)

All the people out there who commented that people should be fired for utlizing their rights provided to them by their union...really don't know what you're talking about. Educate yourself on history and look at the struggles that so many people endured to make unions possible so that people would be protected from abuse by their employers. Unions aren't the problem. Many other unions just like this one have asserted their rights. I don't hear anyone complaining about the NATIONAL FIREFIGHTERS ASSOCIATION or the POLICE OFFICERS ASSOCIATION. Are they not civil servants as well? Never heard of the "blue flue?"

Civilian employees of police departments, especially 911 operators, deserve just as much respect as the officers they work with. And while it should always be a last resort to leave their position, they would not be driven to that extreme measure if the City's Mayor, Manager, etc. properly handled the City's budget and watched the bottom line rather than lining their pockets.

Times are tough and people should be grateful for the jobs they have, however, they should also not standby and allow the City's management to screw them over repeatedly. Dispatchers all over this country work harder than the average citizen can possibly imagine, as "joe citizen" hasn't the slightest idea as to what goes on in his local 911 PSAP (Primary Service Answering Point). And your tax dollars- they don't pay the wage of that 911 operator. The tax dollars pay the City...your name is not the signature on their check. You pay the city, the city decides where the money goes from there.

If it bothers you that 911 operators had to walk out on their jobs to get noticed for the mistreatment by their employer and the repeated abuses on their financial well-being, then you shouldn't call for them to be fired, you should be marching up the steps of City Hall and demanding accountablility from the City's management (Mayor, City Manager, Asst. City Manager, etc.)

And if you think you can pull a person in off the street and "train" them to be a dispatcher, you are mistaken. A Dispatcher, at least good dispatchers, take YEARS to develop. And if you knew a thing about it, you'd know that centers all over the country combined have a national attrition rate of 50%. Which for those of you who aren't quite sure what that means...over half the people that are hired as Dispatchers wash out, they can't make training. You, and probably the guy sitting next to you, can't be a Dispatcher. If you can pass the test you might wash out in backgrounds, or the polygraph test they administer. And even if you make it through that, you probably wouldn't stand a chance in the 6-8 months of training that then follor, or the year's probabtion after that.

Dispatchers are responsible for people's lives...not just yours and your neighbor's, but the officers and firefighters that they work with everyday. The Dispatcher is part of the equation that sends that man or woman home at the end of his/her shift to be with family.

Everyone has a comment on "firing" the operators...one even said they should know better, this coming from an ex-RTO and collecting retirement and still working for the city! maybe they should cut your retirement .
NOT everyone can be a 911 operator/dispatcher, that is why the turn-around is so bad!
Really ppl most of you dont have a CLUE on how hard our JOB is, so unless your in our shoes, keep your dump a$$ comments to yourself!

Oh yeah, it's better that workers be completely helpless and have to suffer whatever the employer wants to do to them. Surrender! Other people have it worse, so let your lives be destroyed by wanton greed. Yay, victory.

Ok so you all need to stop right now and be realistic. The employees who called in sick will not be fired. Everyone down there needs their jobs and medical benefits just like the rest of us. What you all are missing is the fact that they will be taking 2 furlough days a month. If you live in City of Los Angeles then you too will fill the pain when you call 9-1-1 and have to wait 45 seconds or longer for your emergency. That is the bigger picture. The sick out is nothing compared to what may be someone's reality. A child found in the pool drowned, innocent bystander shot, father having a heart attack. Who is going to answer those calls when the operators are fired!!or on furloughs, sick, vacation and days off. If you live in the City of Los Angeles you should be outraged that public safety is being sacrificed. Your loved ones are being sacrificed...

Excuse me Miss 911- operator us police officers will survive with you dispatchers, it's the public that won't survive without you. Don't use us police officer's as a pawn in your sick out. When we call for back-up we respond with or without you being on the other end! We are taking major pay cuts with no overtime compensation and still coming to work. I know what you are saying, "Oh overtime!" yes overtime but we dont have a choice when we work overtime and overtime is a major part of our job so suck it up!

Compromising public safety to make a point is not appropriate. It's counter productive. Try another work acton that doesn't compromise public and officer safety. Pack a lunch and deal with the pay cut!!

I work for LAPD Communications & not afraid to admitt it here. I am not going to talk about if I agree or not w/this "sick out". I would like to say the article is poorly written and has about 1 fact reported correctly. Not sure where this reporter got his/her info from. RTO's volunteered to stay past their end of shift or came in on overtime and at no point was either center anymore short staffed than it was at any given point in the past year. (Training staff are RTO's and should be workiing the center more to help out w/furloughs seeing there have not been any new hires since March '09, and who are these "administrators who came in to work for those who called in sick???)

I would like to offer a little info about LAPD Communications Division. 1st, we are NOT classified as "Public Safety", which we are trying to get the city to change. We are in w/the clerical employees and are treated as such. Secretaries do not work 24/7, 365 days a year...WE DO. Secretaries are not responsible for anyones safety...WE ARE. And we should be classified as such. 2nd, I read each comment posted and I see most citizens really have no idea what our jobs in the "9-1-1 Center" entails, so let me tell you briefly. We all are trained to answer 911 calls, non-emergency calls and work police division radios. (it takes almost one full year to be fully trained and qualified to work all postions solo). We do each of these assignments on any given day/night shift. We litterally are the first person there to help you when you need help.

We are asking to be classified as Public Safety employees so that we can have a seperate MOU so that we, as a group, can offer other alternatives to the furloughs to help save money without risking residents or officers safety. We are not saying we should be exempt from helping w/the budget there are just smarter ways. Trash collectors are exempt from furloughs, so you think getting your trash picked up is more important than getting police, fire or medical help in a timely manner? Just a thought! (LAFD operators are also not taking furloughs and LAPD operators answer all 911 calls first then we transfere them to LAFD, where is the logic?)
And LA Times I am disapointed in this article, like "WOW" stated in his/her post, you didn't talk to anyone involved in this "sick out" or to any RTO/PSR who was working during the sick out. So this is just another inacurate article written by the LA Times

"On a typical weeknight there are 45 operators working the Metropolitan center and 40 working the West Hills center"...Wow thats bad reporting, I don't remember the lasttime I saw that many employees in rollcall on any given night shift (2 pm till 6 am) at either center (okay the 2 months we all worked together out of one building ..maybe then!) Since the furloughs were started July 1st, 2009 we are lucky to see numbers like this reported here, working either center at one shift...This is why we are asking for alternatives to furloughs in the "911 centers" for LAPD. This short staffing is also why citizens are receiving recordings when they call 9-1-1, and why "hold" times are so long on non-emergency (1-877-ASK-LAPD) lines. Too many calls coming in, not enough people there to answer the calls.

First of all, WE ARE NOT PRIVATE SECTOR, WE ARE NOT PRIVATE SECTOR, WE ARE NOT PRIVATE SECTOR! Where were all these people that would be happy to do our job when the economy was booming??? THEY DIDNT WANT OUR JOB! Now since MOST of the people in the PRIVATE SECTOR got layed off due to the economy now all of sudden they would be happy to have OUR job when WE have been happy all along with OUR CAREER!?! And continuous comments to terminate the employees that called in sick? Well there is a solution. Communications Division is already understaffed as it is and it takes a year of training to QUALIFY to work the many positions/tasks that are required. We do not just sit at a desk with a phone answering 911 calls! And as far as college degree not required to do what we do? Reality check there is plenty of people that have "CAME THROUGH" with a college degree but COULD NOT, I WILL SAY IT AGAIN COULD NOT DO OUR JOB! SO AS A RESULT THEY WERE TERMINATED! It has nothing to do with smarts! It takes tenacity, determination & strength mentally and the desire to do what we do! For those of you concerned about lives being risked by the PSRS that called in sick, what do you think the result is going to be with the furloughs? (aka forced off with no pay) Less operators! Thus operators that are working, will work twice as hard to make sure the citizens of Los Angeles are safe! BUT still no guarantee because we are not robots we are human beings! And as far as our benefits, we have worked hard for those benefits! Once again where were all the people that would gladly do our job now that they dont have a job in the PRIVATE SECTOR?!? For all of the people in the PRIVATE SECTOR you chose your career and WE were smart enough to CHOOSE ours!

Matt this is directed to your comment......We, as RTO's/PSR's are responsible for PUBLIC SAFETY and OFFICER SAFETY, the citizens on 911 rely on us being their to answer their calls quickly & get help and you all on patrol, rely on us being on the radios (w/out tieing boards w/neighboring divisions) and getting your locations correct and knowing where you are so if you do need help we get you your partners to you, because Matt, you know as well as I do you all dont hear your radios the first time each transmission is said when you are busy dealing w/residents. we DO HAVE YOUR BACKS and we are proud to do so!! We are trying to tell the Mayor & the Chief & the Council Members & the residents that furloughs leave us short staffed which end result is getting a recording on 911 telling someone to hold and for your side of the equation..tied boards more often and less free air time for you to yell help. We are not asking not to take a hit in our paychecks we are asking to just be exempt from the furloughs and have alternatives to helping w/the budget. Be safe out there Matt.

Today I started my shift as SOUTHWEST (south LA)/SOUTH TRAFFIC RTO... (they were tied... cuz we were SHORT STAFFED). A call came in for a MISSING ADULT, Male, 75yrs, suffering from Alzheimers. A unit arrived & gave me the info to put out a Critical Missing Broadcast BUREAU WIDE. At around 2100hrs... I was taking NON-EMERGENCY calls & got a call in PACIFIC DIVISION (near Venice Beach/Santa Monica) @ a "Trader Joes" of a poss "Found Adult"... I remembered the description was similar to the missing in Southwest... so I created a call for a Pacific Unit to respond to the elderly male & contacted the Southwest Watch Commander to see if they had found their Critical Missing.
The Watch Commander had just come on duty & was NOT AWARE of the CRICTICAL MISSING. The SOW Unit handling the call... had WENT HOME FOR THE EVENING. So I... as a PSR... gave that Southwest Watch Commander a heads up! I also gave the Pacific Unit... I... as a PSR... the info as well... & directed them where to call to speak to this elderly man's family to ascertain if this was in fact him.
WITHIN A FEW MINS... the Pacific Unit was enroute to Southwest Division to RETURN THE CRITICAL MISSING TO HIS FAMILY! Due to an action like this... done by a PSR... like me... that Pacific Unit was FREED UP & able to FIGHT MORE CRIME on the streets of LA! They didn't have to spend their time taking this POOR MAN to SIT IN THE STATION... & a unit in Southwest... just starting their shift... didn't have to take their time LOOKING for this CRITICAL MISSING! They were also FREED UP to FIGHT MORE CRIME.
I PERSONALLY... am NOT complaining about the MONEY! WE... as PSR's... do SO MUCH for the citizens of LOS ANGELES. Our position is crucial & if we are SHORT STAFFED & FORCED to take MORE FURLOUGHS... PERFECT SCENARIOS... like the example I just gave... will be FEW & FAR BETWEEN! We will be TOO WORRIED with answering the 911 calls! REMEMBER... I was on the NON-EMERGENCY LINE when I received this call. The citizens need us to assist them & get them the help they need & WE KNOW THAT. That is why we felt we had to resort to the "Sickout"... to be HEARD! This is just ONE, LITTLE, TINY example... of the HUNDREDS of things WE do EVERYDAY for the city... & NO... not ANYONE... can do what I do!

Hey All you haters out there! Do you realize that this job is more than just answering calls? A dispatcher dealing with suicidal calls, people witnessing possible murders and at the same time you have to stay calm an ensure that police dispatcher protocols are followed. Would you want an overseas operator handling your 911 calls or someone fresh out of high school?

There were dispatchers that had to extend their watch to cover the "few" dispatchers that staged a sickout. DESK OFFICERS DID NOT HANDLE 911 CALLS AND POLICE DISPATCHING as stated by the article. From the majority of dispatchers, most did not stage a sickout due to their moral and civic obligation to ensure the safety of the citizens of LA. and officers.

One other thing TK, if you say that if a single call was missed then charge them with obstructing justice, the city of Los Angeles should be charged with obstructing justice by implementing mandatory work furloughs.

So to all the people with negative comments, you can't believe every single information that the LA Times posted about the walk out. Sensational journalism at its best!

Please do not assume ALL 911 operators (Police Service Representatives) were in support of a sick out (we do not agree w/the furloughs!). Based on what we do, we have an obligation to service the citizens of Los Angeles, our officers out in the field and our fellow co-workers. This job is not easy - I can attest to almost not qualifying and our probation is 18 months long!! When you have to hear a sister crying because her brother got shot and she is hysterical or a woman calls and someone has broken into her house and she is hiding from the robber, an operator has to stay calm and get the police going. It can be a very stressful job! I am very grateful for my job, but to have work furloughs causing 911 calls to go unanswered in a timely manner, puts the citizens at risk, and not having enough PSRs puts officers at risk, it's not worth it. It would help if citizens call the non-emergency number (1 877 ask lapd) for non-emergency calls instead of 911. Also we are now handling cell phone calls that have increased our call load (again some of those calls are non-emergency - or kids playing with mommy or daddy's cell phone). For the negative posters out there, ask to sit in at a 911 call center a Friday, Saturday night during the hot summer with back to back calls and angry citizens yelling at you because police haven't showed up when they called 1 minute ago and tell us how cushy our job is.

This article fails to mention the 911 operators that DID cover for the sickout, working over 16 hrs per shift and are now target of insults from those that wanted everyone to call out sick to protest the furloughs. Also, every other day of the year 911 operators are considered "non emergency" personnel, so what is the big deal?? Give your workers the recognition they deserve and this would not occur.

Facts please. What are the salary figures that we are talking about.
Dispatchers have a highly stressful and demanding job. This is not one of those jobs someone sits at a desk and does nothing.
I am surprised at the response of people.
Dispatchers should not have had to take such actions. They should be compensated properly for this sort of job that requires communication skills, knowledge of how to handle people in crisis, not to mention crank calls that sap their energy. Plus they deal directly with the police and public. Sometimes their "talking" through someone in crises saves lives themselves.
I know that there are civil service workers that take advantage of the system, but this is NOT one of those groups.
I want to know how much the management above these people are making as compared to what these people make and what cuts they have had to take.

Allow me to put a few things into perspective regarding the "numbers" quoted in this article...

The "facts" state that there are approximately 40 operators on the PM shift in the Valley Center...um, no...there may be 40 EMPLOYEES there, but their job assignments are not all as operators...

Now, if we subtract oh, say, 6-8 employees because of the furlough time, that now leaves, what, 32-34 employees? Ok, fair enough...now, lets distribute them... 15 of them SHOULD go to staff the divisional radio positions...so this now leaves 17-19 employees... Continuing on... there are 2 BCC position, 2 auxiliary positions, and 3-4 relief positions that also need to be staffed... So, now we are down to, what, somewhere between 9-12 employees... Ok, now more subtraction...there are supposed to be at least 2 dedicated Spanish speaking calltakers per shift, and there's the "sick" factor of maybe 3 people... So, now we're down to somewhere around 4-7 employees left to answer the 911 lines... and after you factor in mandated break times and lunches, you only will have 3-6 people at any given time available to answer calls. Not quite as nice as the "40 operators" figure sounds, now is it?

So, now that you have some idea of what the numbers actually look like after all these supposed "40 OPERATORS" are distributed to all the job positions that have to be filled...are we really out of line in being concerned for the safety of the public? Really?

Well clearly the public doesn't understand the effect FURLOUGHS take on 911 calls being answered (or not answered) in a timely manner. When your life is in jeapordy SECONDS count, and when your loved one is not breathing and you need an ambulance the last thing you want to hear when you diall 911 is a RECORDING telling you to hold on...This recording is the REALITY to FURLOUGHS of LAPD Communications Division Operators...LAPD answeres ALL 911 calls in the city of LA, once determined an ambulance is needed we transfere you to LAFD 911 operators. So putting LAPD RTO's/PSR's on furloughs AFFECTS the public!!

I invite all residents of LA (especially those who commented here not supporting us) to come into one of the 2 LAPD Communications Centers and sit down and listen to 911 calls, non-emergency calls and to a police radio channel and see exactly what we are responsible for. Maybe LA Times needs to come on in too and report on exactly what we are facing in our division, don't write an article that is so inacurate, do some real investigating on the topic. 911 calls are going unanswered nowadays because the caller is receiving a recording and probably doesn't have the luxury to hold on for a live person, results of FURLOUGHS!!!

Also I also suggest to the public to stop dialing 911 when you don't have a life threatening emergency, loud music complaints, fireworks being set off, neighbors having a loud party, barking dogs, etc ARE NOT 911 calls, please dial
# 1-877-ASK-LAPD, yes you will most likely receive a recording telling you to hold on but w/these types of complaints you have the luxury to hold. For you needing 911 answered immediatly please understand when you receive the recording it is because we are short staffed and on top of this we are taking furloughs, then maybe you will contact the Mayor, the Council Members & the Chief and demand LAPD Communications NEEDS TO BE EXEMPT FROM FURLOUGHS!

Again come on in for a tour and sit down and listen to our calls, see how many employees are actually assigned to 911, non-emergency and to police radio channels then you will see just what is happening. This article states 45 operators are on any given shift at Metro center and 40 in the West Hills center, well that is not the numbers answering 911, about 12 people are answering 911 for the entire city, approx 26 employees are working police radio channels and the remainder are working non-emergency channels and the alarm/ATO positions, also note very rarely do we have this many employees on any given shift since furloughs were implemented last year, and now the Mayor wants us to take 2 furloughs a month, I pray some resident does not lose thier life over this, but sad to say mostly likely to happen!

After reading this inaccurate, misleading article and the hateful comments following it, I am absolutely OUTRAGED that LA Times would publish a story like this without thoroughly researching it first!

From what I understand, this "sickout" wasn't to simply protest paycuts, but to protest additional mandatory work furloughs, furloughs that were given because of the appalling fact that LAPD dispatchers/911 operators, aka PSRs ARE NOT CLASSIFIED AS EMERGENCY OR PUBLIC SAFETY PERSONNEL!!!! THEY ARE CONSIDERED CIVILIAN CLERICAL WORKERS!!! THAT IS OUTRIGHT RIDICULOUS AND UNACCEPTABLE!

All of you fellow civilians who are complaining that these PSRs should be fired for endangering public safety should instead complain to the mayor and the city! In their eyes, these workers aren't endangering us since their jobs are not considered part of public safety! They are simply clerical workers. So what's the big deal if they take a day off?

You tell me? What mere clerical worker in the public sector handles 911 emergency calls (dealing with everything from shootouts, domestic violence to suicide and bomb threats), dispatches and coordinates officer ground and air units to crime scenes, handles officer backup requests, responds to private and commercial security companies, and at the same time have to put up with Joe Shmoe calling because his neighbor's music is too loud. Yes, these "clerical" public service representatives handles all of these situations! How can they NOT be considered part of emergency/public safety personnel???!!!

What do these mandatory furloughs mean to you and me, Joe and Jane Citizen? Less PSRs manning the lines, longer wait and more crucially, longer response times! These workers have one of the most stressful jobs in our country! Less people in the call centers, mean even more stress to those manning the floor! How is that supposed to help you and me? And from what I have heard, LA Zoo "Police" and parking enforcement have not received mandatory furloughs because they are considered more important, more crucial to public safety than LAPD dispatchers!

And to all of you citizens who think it's easy to just fire all the protesting PSRs and simply replace them with you or me? Their jobs require long, intense, thorough training! They don't simply hop on the phone and take calls. They have to remember police codes and procedures, dispatch officers using the correct verbage at the same time input reports into the computer. They have to multitask and handle multiple calls at the same time and have the experience to discern the priority of importance. You could have a doctorate degree from an Ivy League university and not be able to handle and coordinate a PSR's workload!

We all understand that we're living in an economic crisis and budget cuts are necessary. I, myself, was almost out of my job several months ago. So I can understand why many people were upset about this "sickout" on Thurs. However, cutting back on LAPD Communication Services is not the answer! And to still classify PSRs as clerical workers is an issue we LA citizens should protest to our city officials!

And I hope the LA Times will follow up with a more accurate and balanced view of this situation at hand, rather than report irresponsible half-truths.

This is the non-emergency line. By dialing this number you will be given choices which include speaking to an operator AND being transferred to your area police station. Here you can call for: Noise disturbances, parties, loud music, a loud TVs., group of people talking loudly, panhandling, car alarms, the ice cream truck parked at the corner for what you think has been a long time, illegal vendors, lost property, non violent business disputes, your neighbors kids are being loud, your neighbor is banging on the walls, or seems to be purposely dragging heavy objects just to annoy you, you lost money inside your house & you can't find it, landscapers working too early/late, construction going on too early/late, nonviolent confrontations between you & your friend who is wearing out their welcome or the gas station not giving you the amount of gas you paid for. This was just an example of calls we receive on 911 & keep up hold time. The non-emergency number is also handy using it from your cell phone. When you dial 911 from your cell phone there is a good chance it will be answered by CHP, who will then transfer it to us. IF IT IS A NON-EMERGENCY CALL you will be transferred again to the non-emergency line. That’s 2 transfers & possibly 3 times being on hold, if it’s a busy day or night, & 3 times having to repeat your story!

FOR BARKING DOGS call (888) 452-7381. One last HELPFUL number is 311. This number is for city services which include stuff I've mentioned downed trees, parking enforcement/dept of transportation issues, animal services, sanitation, DWP issues.
I LOVE, LOVE, LOVE, LOVE my job and I’m not trying to discourage ANYONE from calling the police. I'm only trying to offer additional information to save YOU time, save YOU from being placed on hold & transferred. The "facts" written by this article are completely one sided & down played by the admin. The sickout was/is not the problem. What is the problem are the furloughs we are taking. Personally, I understand our city needs help. But if PSRs must take furloughs why can’t other city employees? With the BIGGEST sacrifice coming from the Mayor & the rest of the City Council.
