$787,000 salary for Bell city manager is outrageous, assemblyman says

Outrage is growing over revelations in The Times that the small city of Bell pays its top administrators some of the highest salaries in the nation.

Assemblyman Hector De La Torre (D-South Gate), who authored a 2005 bill that limited some City Council salaries, expressed outrage over the salaries that Bell is paying top administrators.

“The president of the United States and other public servants who oversee much more complicated and sophisticated operations make much less than these city officials,” he said. “I think that makes it really clear these salaries are overdone.”

The City Council “is completely avoiding their fiduciary responsibility to the taxpayer,” he said.

The Times reported Thursday that Chief Administrative Officer Robert Rizzo earns nearly twice the salary of President Obama, Police Chief Randy Adams gets paid about 50% more than Los Angeles Police Chief Charlie Beck, and Assistant City Manager Angela Spaccia receives more than the chief executive for Los Angeles County.

Rizzo makes $787,637, Adams makes $457,000, and Spaccia makes $376,288.

Bell is being investigated by the Los Angeles County district attorney's office over the compensation of its City Council members, who receive about $100,000 a year for their part-time positions. In a city the size of Bell, a council member is typically paid about $400 a month, according to state records.

Bell made headlines in recent weeks when the city of 37,000 agreed to take over operations of the neighboring city of Maywood, which fired most of its employees and disbanded its police department when it could not obtain insurance.

Interesting, few months ago official authorities raided a 3-unit property owned by the city mayor, Oscar Hernandez because one of the properties he was renting was used as a meth lab which had a capacity to produce 20 pounds of metanphetamine at a time. 2 children of the city mayor lived in the front house of that property and claimed they did not notice anything... and here we are again, reading about another illicit action where the mayor of Bell City and his gang are involved again. Which criminals do we (citizens) need to protect ourselves from?

Just wait till you see their pensions !

what you failed to disclose is that up until a couple of weeks ago the city only had 4 police cars while the chief has been making 457,000

Unfortunately, this is another example of the downfall of capitalism. We have worshiped at the altar of greed for so long that our excesses have finally come home to roost. I pity the middle class fools whose outrage is misdirected at the poor while corrupt politicians and business men are the true culprits in the demise of America!

How many feet does a store have to be from a school in oder to sell BEER!!!!! Check out the mayors store on the corner of Bear ave and Bell ave. His store is right across the street from Corona elementary school. About 15 steps. Does he make his own laws in the city of BELL.

Today, County of San Bernardino CAO--Gregory Devereaux-- who is earning in excess of $300,000 lamented the cost of pensions, in local Sun Newspaper.

Imagine what it will costs citizens when he retires!

Police/fire pensions and the "top lap dog" are indeed to high. Three percent at 55 was a great deal. One manager for Special Districts makes $176,000 more than Tim Geitner, federal reserve chairman.

The Board of Supervisors have a $1,000 a month car allowance. Redistricting in favor of Latinos, harvested the most incapable person. At least in Bell the citizens could have participated voted in some more honest Latinos.

Yet, local government wants to raise your sales taxes, City of San Bernardino and Redlands, come on, there are no department stores in Redlands and only one in San Bernardino.

Also, who has any money for all the shopping opportunites Redevelopment agencies are spending to raise "needed" taxes. Cut at the top now!!!

Can you believe it! WE can save money by having the state run County government. County government only exists to run state programs at the local level.

Lastly, The Sun is well useless, too much ink lauding crooks like Larry Sharp, John Husing and this clown Devereaux, who likes private jets of developers.

Why is there no maximum Calpers pension? I think a 200k maximum would be MORE than fair.

Well this council member has quite the racket going on. Lets see $787K for a population of 40K. That is $20 per citizen just for this one guy. If your the head of household with 3 children, then your paying $100/yr to this clown. If we fire him, then hes eligible for 80% as a pension for life. They must find another alternative.

Stephen McCray Melonka Renaldo McCray Criminals Stole grant money and property including school van from California charter school funded by fraud- from Southern California Academy of Arts and Sciences


The recording studio that was for the children, instruments, commercial kitchen supplies and sporting goods- all went to their own children after they were shut down by LAUSD but the fact that they commited fraud was not known by LAUSD when they were shut down- the fraud part was discovered and brought to LAUSD attention by none other than a family member of Stephen and Melonka McCray and still nothing was done about it- despite the evidence and witnesses and photos provided! Unbelievable.

This occurred at SoCal Academy of Arts and Sciences (SCAAS) in Los Angeles off Vermont before it was closed down. Records that they asked TO BE DESTROYED were retained and will prove that they were both paid excessive sums of money and employed relatives including a sister, mother, sons daughter and even personal friends and that Stephen McCray received AT LEAST $8,000 PER MONTH and sometimes even more and he only appeared or did work with for the school maybe 3 times during its entire existence all while working full time as principal for willian green elementary making $10,000 a month. why has this been shunned and ignored? why are they getting away with this? additionally, the state of the art recording studio ($30k+), tons of computer, instruments, books, sporting goods and kitchen supplies (industrial freezer and industrial fridge valued at $5k a PIECE) were carted off to their home at 4119 charlene drive, los angeles, ca 90043 when the school was closed. despicable!

Mr McCray is still principal within Lawndale school district and he retires in about 2 years.

Mr and Mrs McCray do homework for their kids - Kristen Renaldo McCray and Ian Giovanni McCray. Why? So they can continue to qualify for grant money. They use their kids to apply for students loans, grants etc. Steve McCray has mail going to 3860 hepburn, los angeles CA 90008 and Melonka has mail going to 4119 charlene dr, 90043 and 2106 nelson ave, 9078 and 2110 artesia blvd #b244 to maintain the "poor single mom raising kids on my own" nonsense - a big facade to generate more money for themselves!
