Gang member to be arraigned in La Habra hate crime

A Latino man charged with killing an African American man in a gang-related hate crime in La Habra in 2006 is scheduled to be arraigned Friday in an Orange County courthouse.

David Anthony Parga, 24, a reputed gang member, is charged with one count of a special circumstances hate crime for the benefit of a street gang, one count of street terrorism and a sentencing enhancement for criminal street gang activity and using a firearm, the Orange County district attorney's office said.

Parga allegedly shot Leland Washington at a La Habra Halloween party in 2006. Washington, who  was not involved with a gang, was killed because of his race, according to the district attorney. He was a student at Cal State Fullerton and was one semester shy of graduating.

The case went cold but was revived in December after La Habra Police Department investigators uncovered additional evidence. Parga is scheduled to be arraigned at 8:30 a.m. at the Fullerton Courthouse.
