City spends $1 million a year on hand-inked calligraphy scrolls

COSTLY CALLIGRAPHY: Each year, the city of Los Angeles spends $1 million on "hand-inked calligraphy scrolls that bestow commendations on everyday folk, celebrities and supporters." Now, as the city struggles to close a $530-million budget gap, some are asking whether the costly calligraphy is worth it.
