This raptor is a Northern Harrier.

Yes, a young northern harrier. The photo shows the facial disks well, which are unique in harriers among hawks. Also, the shape/posture is distinctive, with wings held at a high 'V' and feet dangling.

The hawk seems to be a juvenile Northern Harrier (or Marsh Hawk) according to my son. I sent the picture to him in Florida.
