Rampart scandal victim arrested after police chase

Hummer1 Javier Francisco Ovando, the former gang member who was awarded a $15 million settlement as a victim of the Rampart police scandal, was arrested Sunday night after an hour-long, high-speed chase that began in Glendale. What was Ovando driving?  A 2001 "canon" colored Hummer, police said.
