Yes, the Parks website is verifiably based on code from the Obama site. Every web page has source code that tells the computer what to display. The code for parksforsupervisor.com includes this comment at the very top:

Also, the code for the Parks page actually still includes many references barackobama.com and even embeds some images directly from the Obama web site. If you click the thick horizontal gray bar below "Support the Movement" above "Meet Bernard Parks - For LA County Supervisor", you will be taken to the Obama site. Oops!

Did you hear the new pop song written by Parks supporters? It's culled from various Parks campaign speeches and it's called, "Yes We Could"
