California pushes cap-and-trade plan

California today issued the nation’s first blueprint for a broad-based cap-and-trade program to control global warming emissions.

The pioneering effort would cap greenhouse gases emitted by more than 600 power plants, refineries, cement plants and other big factories at 15% below today’s levels by 2020. And it would allow companies to buy and sell emissions allowances among themselves as a way to meet the overall goal less expensively.

The preliminary rule is a “milestone ... to address our state’s contributions to climate change, as the eighth largest economy in the world,” said Air Resources Board Chairman Mary D. Nichols. She pointedly contrasted it with the upcoming meeting of 192 nations in Copenhagen next month “for another conference at which no international treaty will be signed.”

Cap-and-trade, a centerpiece of Gov. Arnold Schwarzenegger’s push for flexible market-based regulations, could yield $2 billion to $4 billion per year in revenue to the state from affected industries, depending on the market value of carbon, how many allowances for greenhouse gases are auctioned, how many are given away. Schwarzenegger praised the board’s work as showing that “California has led the nation and the world in developing green policies,” adding that the program will drive innovation and generate jobs.

The state’s landmark 2006 law requires emissions of planet-heating pollutants to drop to 1990 levels by 2020. The cap-and-trade program will take effect beginning in 2012, complementing strict rules to cut emissions from automobiles and slash the carbon content of fuels.

The cap-and-trade rule, which would cover fuel deliverers such as oil and gas companies, could lead to a rise in the price of gasoline by 8 cents a gallon, if carbon permits are eventually traded at a likely $10 a ton. The air board says it is weighing whether to bring fuel deliverers under the cap in 2012 or in 2015.

California’s new push comes amid growing alarm over the likely impacts of global warming on the state, the nation and the planet as a whole. Sierra Nevada snowpacks are diminishing, raising the prospect of further drought and water shortages. Central Valley crops have begun to move north. And the habitats of local animals and birds are changing.

A report in April by California’s Office of Environmental Health Hazard Assessment, “Indicators of Climate Change in California,” said the state’s hotter temperatures, rising sea levels, and increasing wildfires are consistent with climate changes occurring globally.

California’s cap-and-trade proposal was designed in concert with national academic, industry and environmental experts and is likely to influence the shape of eventual federal regulations.The U.S. House in June passed a comprehensive climate bill, which is scheduled to be debated in the Senate next spring.

If a federal bill passes, then California’s program, along with a cap-and-trade program in the Northeast that only covers power plants, would probably merge with a federal program. But Nichols said the state could be free to require more emissions cuts in some cases.

European nations, operating under the 1997 Kyoto Protocol, a climate treaty that the U.S. refused to ratify, have regulated greenhouse gases under a cap-and-trade system for several years.

Pure example of domestic terrorism. California is bankrupt, real unemployment over 17%, people are losing homes and jobs, many living in camps and shelters…. Businesses are leaving state or closing doors. Dream state is in ruins, and peoples dreams buried……..Who of us dreamed to be living of food stamps? Our elected officials are not concerned with this dismal picture, they are living well of our tax money, (confiscated) giving themselves raises and perks – they have no other worries but to care about calorie count in juices, or protecting stupid little fish at the expense of thousands of farming families.
This global warming-tax and trade nonsense will be final nail in to California coffin. Is anybody reading newspapers? Man-made global warming is fraud….but our politicians are playing blind….
I wonder how many of our elected officials have money invested in global warming scam and its trimmings???

Amid all the paid propagandists denying human impact on the earth's climate, some important questions remain about cap-and-trade:

* Does this plan set a "free" cap level ("cap and giveaway"), or will all carbon be traded?

* Does this plan include impossible-to-regulate "offsets" (like planting trees in third-world countries), or does it require full-cost carbon trading in California carbon only?

* How is the cap set? Will it be low enough to actually have teeth, and make trading viable?

* What about small carbon sinks? Will small organic farms be able to market the carbon they're sequestering, for example?

Given the extent of the fossil fuel industries hooks into all levels of government, I'm dubious about this actually achieving its desired result. It's only the presence of the the professional deniers in the comments that make me hopeful that this might actually work!

It is time that we call this human-caused global warming issue what it is: a hoax. The hacked (if indeed they were hacked, it could have been a whistle-blower) e-mails disclose evidence of rigged data, "peer review" manipulation and arm-twisting, and a world-wide effort to hide their wrong-doing and deceive the scientific community. Government initiatives have cost us billions and have punished business and has made billions for hucksters like Al Gore. As always 'follow the money'. Any honest journalist would address this scandal in any article about this hoax.

the term "greenhouse gas" is being misused. cabon dioxide is an indication of healthy plant growth and has nothing to do with cooling or warming of the planet. i am a farmer (pecans, peaches, & plums) and i would love to be able to inject extra carbon dioxide into my orchards as greenhouse growers sometimes do to increase plant growth. "greenhouse gases" exist in greenhouses. perhaps global warming zealots would benefit from a good science class, one where they could learn to make 2 plus 2 equal 4 and notice that when the sun rises in the morning it will soon be warmer and when the sun sets it will soon be cooler. i live in hope.

but that RGGI program only covers power plants. the california program is "broad-based" meaning it covers most sectors of the economy. 85% of all greenhouse gas emissions in california, including transportation and industry, would fall under the cap and trade program.

I was born in California (and I even have a State-issued BIRTH CERTIFICATE to prove it), but I am becoming EMBARASSED to even claim residency in a State that is now being overrun by IDIOTS!

I am thrilled to see California taking a lead on limiting greenhouse gas emissions. If anything, it does not go nearly far enough. A group of scientists has released an update to the IPCC's 2007 Report, called the Copenhagen Diagnosis. It paints a frightening picture. Time to get our heads out of the sand.

Mary Nichols is legitimately proud of what California has done. California's global warming law is the strongest in the country and is far more protective than what Congress is likely to enact.

This is a job killer. People will move their businesses elsewhere. These jobs will either go out of state or out of the country. Wall Street loves this idea because they will make billions from trading carbon offsets. The whole scheme is funded by the consumer who will pay higher taxes, pay more for goods and services, and have a greater likelihood of being unemployed.

Oh and by the way, the air in L.A. will be no cleaner in 2020.

The world has been cooling since 2001 and the whole idea of global warming is a fraud. There never was a hockey puck graph. don't let the politicians raise our taxes to combat a non existent idea. - look at these!

Cap-and-trade is just an excuse for another tax. Why not? We might as well continue our tradition of being the highest taxed state for the fewest benefits. How long will it be before all of our manufacturers move out of state or overseas? Then what will we do for the lost corporate taxes? Obviously, increased taxes for everyone else. Cap and trade will do nothing to reduce greenhouse gases and only fatten the wallets of those running the program. This go-slow kind of action is not what is required to avoid disastrous climate change. Debating whether to put a carbon cap on fuel deliveries in 2012 or 2015 is meaningless if the measure will only raise gasoline prices 8 cents per gallon. Only with a cap where carbon trades above $100 per ton (instead of the proposed $10) will have the desired effect which is to quickly get back to 1990 emission levels by 2020. The real work then begins to reduce a further 80% our dependence on fossil fuel.

I think all refiners and power plants in California should just shut down. Until the morons in Sacramento get a little more realistic. It was announced Thursday afternoon that computer hackers had obtained 160 megabytes of e-mails from the Climate Research Unit (CRU) at the University of East Anglia (UEA) in England. Those e-mails involved communication among many scientific researchers and policy advocates with similar ideological positions all across the world. Those purported authorities were brazenly discussing the destruction and hiding of data that did not support global-warming claims.

Professor Phil Jones, the head of the Climate Research Unit, and professor Michael E. Mann at Pennsylvania State University, who has been an important scientist in the climate debate, have come under particular scrutiny. Among his e-mails, Mr. Jones talked to Mr. Mann about the "trick of adding in the real temps to each series ... to hide the decline [in temperature]."

In another exchange, Mr. Jones told Mr. Mann: "If they ever hear there is a Freedom of Information Act now in the UK, I think I'll delete the file rather than send to anyone" and, "We also have a data protection act, which I will hide behind." Mr. Jones further urged Mr. Mann to join him in deleting e-mail exchanges about the Intergovernmental Panel on Climate Change's (IPCC) controversial assessment report (ARA): "Can you delete any emails you may have had with Keith re [the IPCC's Fourth Assessment Report]?"

In another e-mail, Mr. Jones told Mr. Mann, professor Malcolm K. Hughes of the University of Arizona and professor Raymond S. Bradley of the University of Massachusetts at Amherst: "I'm getting hassled by a couple of people to release the CRU station temperature data. Don't any of you three tell anybody that the UK has a Freedom of Information Act!"

At one point, Mr. Jones complained to another academic, "I did get an email from the [Freedom of Information] person here early yesterday to tell me I shouldn't be deleting emails." He also offered up more dubious tricks of his trade, specifically that "IPCC is an international organization, so is above any national FOI. Even if UEA holds anything about IPCC, we are not obliged to pass it on." Another professor at the Climate Research Unit, Tim Osborn, discussed in e-mails how truncating a data series can hide a cooling trend that otherwise would be seen in the results. Mr. Mann sent Mr. Osborn an e-mail saying that the results he was sending shouldn't be shown to others because the data support critics of global warming.
