California pushes cap-and-trade plan

California today issued the nation’s first blueprint for a broad-based cap-and-trade program to control global warming emissions.

The pioneering effort would cap greenhouse gases emitted by more than 600 power plants, refineries, cement plants and other big factories at 15% below today’s levels by 2020. And it would allow companies to buy and sell emissions allowances among themselves as a way to meet the overall goal less expensively.

The preliminary rule is a “milestone ... to address our state’s contributions to climate change, as the eighth largest economy in the world,” said Air Resources Board Chairman Mary D. Nichols. She pointedly contrasted it with the upcoming meeting of 192 nations in Copenhagen next month “for another conference at which no international treaty will be signed.”

Cap-and-trade, a centerpiece of Gov. Arnold Schwarzenegger’s push for flexible market-based regulations, could yield $2 billion to $4 billion per year in revenue to the state from affected industries, depending on the market value of carbon, how many allowances for greenhouse gases are auctioned, how many are given away. Schwarzenegger praised the board’s work as showing that “California has led the nation and the world in developing green policies,” adding that the program will drive innovation and generate jobs.

The state’s landmark 2006 law requires emissions of planet-heating pollutants to drop to 1990 levels by 2020. The cap-and-trade program will take effect beginning in 2012, complementing strict rules to cut emissions from automobiles and slash the carbon content of fuels.

The cap-and-trade rule, which would cover fuel deliverers such as oil and gas companies, could lead to a rise in the price of gasoline by 8 cents a gallon, if carbon permits are eventually traded at a likely $10 a ton. The air board says it is weighing whether to bring fuel deliverers under the cap in 2012 or in 2015.

California’s new push comes amid growing alarm over the likely impacts of global warming on the state, the nation and the planet as a whole. Sierra Nevada snowpacks are diminishing, raising the prospect of further drought and water shortages. Central Valley crops have begun to move north. And the habitats of local animals and birds are changing.

A report in April by California’s Office of Environmental Health Hazard Assessment, “Indicators of Climate Change in California,” said the state’s hotter temperatures, rising sea levels, and increasing wildfires are consistent with climate changes occurring globally.

California’s cap-and-trade proposal was designed in concert with national academic, industry and environmental experts and is likely to influence the shape of eventual federal regulations. The U.S. House in June passed a comprehensive climate bill, which is scheduled to be debated in the Senate next spring.

If a federal bill passes, then California’s program, along with a cap-and-trade program in the Northeast that only covers power plants, would probably merge with a federal program. But Nichols said the state could be free to require more emissions cuts in some cases.

European nations, operating under the 1997 Kyoto Protocol, a climate treaty that the U.S. refused to ratify, have regulated greenhouse gases under a cap-and-trade system for several years.

Pure example of domestic terrorism. California is bankrupt, real unemployment over 17%, people are losing homes and jobs, many living in camps and shelters…. Businesses are leaving state or closing doors. Dream state is in ruins, and peoples dreams buried……..Who of us dreamed to be living of food stamps? Our elected officials are not concerned with this dismal picture, they are living well of our tax money, (confiscated) giving themselves raises and perks – they have no other worries but to care about calorie count in juices, or protecting stupid little fish at the expense of thousands of farming families.
This global warming-tax and trade nonsense will be final nail in to California coffin. Is anybody reading newspapers? Man-made global warming is fraud….but our politicians are playing blind….
I wonder how many of our elected officials have money invested in global warming scam and its trimmings???

Amid all the paid propagandists denying human impact on the earth's climate, some important questions remain about cap-and-trade:

* Does this plan set a "free" cap level ("cap and giveaway"), or will all carbon be traded?

* Does this plan include impossible-to-regulate "offsets" (like planting trees in third-world countries), or does it require full-cost carbon trading in California carbon only?

* How is the cap set? Will it be low enough to actually have teeth, and make trading viable?

* What about small carbon sinks? Will small organic farms be able to market the carbon they're sequestering, for example?

Given the extent of the fossil fuel industries hooks into all levels of government, I'm dubious about this actually achieving its desired result. It's only the presence of the the professional deniers in the comments that make me hopeful that this might actually work!

See Annie Leonard's "Story of Cap and Trade" (http://storyofstuff.com/capandtrade) for more information about how big business and big banks are planning to get rich off cap-n-trade.

Y2K rippoff part II

Awnuld Shwarz-n-ego is the biggest fraud (literally) to ever hold the Office of Governor in California's rich history. Not that I voted for him, but to not only allow but encourage this farce to continue in this once beautiful ,vibrant, innovative, thriving business friendly haven is ludicrous. The leftist loons will NOT be happy until they have put the final nail in to our States coffin.Say goodbye to production & producers and hello to Government welfare domination.

thank you for your response ms. roosevelt. warming and cooling of our planet is "controlled" by our sun and it"s activities such as the sunspot activity and ambient gamma rays that bombard our atmosphere resulting in cloud formation-not carbon dioxide levels. since the beginning of our industrial revolution "man" is probably cumulatively responsible for .0002% of the carbon dioxide in the atmosphere. man is very small when compared to planet earth. this a con game, the biggest in history, much like the children's story "the emperor's new clothes".

The U.S. does more fof the enviroment than most other nations throgh new technologies and products. We will continue to burn fossil fuels for as long as it is economicaly feasible and until a better energy source is available. If you would like to learn how to reduce carbon emmissions leave me a message at sgreenfuel@gmail.com

It is time that we call this human-caused global warming issue what it is: a hoax. The hacked (if indeed they were hacked, it could have been a whistle-blower) e-mails disclose evidence of rigged data, "peer review" manipulation and arm-twisting, and a world-wide effort to hide their wrong-doing and deceive the scientific community. Government initiatives have cost us billions and have punished business and has made billions for hucksters like Al Gore. As always 'follow the money'. It is time that any honest individuals (if there are any left!) in government stand up and refuse to pour billions of dollars that we can ill afford into these 'programs' that are nothing but a way to control people, confiscate money and punish capitalism. In particular, using children as propaganda has got to stop. There has never been a "consensus. Indeed, such a word in science goes against science. Science isn't up to a 'vote'. We now know there was a concerted effort to discredit and ridicule honest scientists who questioned the nonsensical data. Any honest journalist would address this scandal in any article about this hoax.

Another reason that I, like many people are planning to leave this f@%*#%-up state. Will that last reasonable person to leave please turn out the lights? Oh, never mind, our politicians are already working on that one.

the term "greenhouse gas" is being misused. cabon dioxide is an indication of healthy plant growth and has nothing to do with cooling or warming of the planet. i am a farmer (pecans, peaches, & plums) and i would love to be able to inject extra carbon dioxide into my orchards as greenhouse growers sometimes do to increase plant growth. "greenhouse gases" exist in greenhouses. perhaps global warming zealots would benefit from a good science class, one where they could learn to make 2 plus 2 equal 4 and notice that when the sun rises in the morning it will soon be warmer and when the sun sets it will soon be cooler. i live in hope.

Don't worry, if you use electricity, drive, buy anything online, use any form of delivery, fly on vacation, eat, breath, buy things at the supermarket, etc, you will pay a huge amount of your income to Al Gore, Goldman Sachs, corrupt governments, and to the UN (aka European elite). Oh well, some people just like to be financial slaves. Don't believe me; follow the money, the players, and the recently hacked emails from "climate experts".

responding to cNeal....Yes it it true that >
but that RGGI program only covers power plants. the california program is "broad-based" meaning it covers most sectors of the economy. 85% of all greenhouse gas emissions in california, including transportation and industry, would fall under the cap and trade program.
we do mention that program in the longer version of the story that ran in the Nov. 25 newspaper--the day after this blog post. see comment below for URL

Here comes another fleecing! More "Animal Farm" politics from the wizards in Sacramento! Tar and feathers are in order.

Cap and Tax has nothing to do with cleaning up the enviroment just as ObamaCare has nothing to do with health care. They are all about people control and a cash cow for the Progressive Liberal, Marxist, Communist cowards agendas that are now running the country. I can only hope that rather than caving in, the power companies will shut down the electrical grid for 72 hours and have a complete blackout of the west and east coasts until these idiots wake up and come to their senses. Shut down the whole country and than set back and see how valuable these so called carbon credits become when everyones refrigerator/freezer starts to stink like the politicians in Kalefornia and Washington DC that dream up this crap. How long would it be before Cap and Tax supporters would start killing their fellow Cap and Taxers over a can of soup as all else in the grocery store would be rotting due to lack of power? How do you spell "BANANA REPUBLIC"?

"first blueprint for a broad-based cap-and-trade program"?

Nine northeastern states have been operating a regional cap-and-trade scheme - the Regional Greenhouse Gas Initiative - since 2008.

I was born in California (and I even have a State-issued BIRTH CERTIFICATE to prove it), but I am becoming EMBARASSED to even claim residency in a State that is now being overrun by IDIOTS!

This "cap-and-trade" nonsense is going to ruin our once-proud State; pretty soon, ALL OF THE SANE PEOPLE WILL MOVE OUT OF STATE, and those who remain will be only the certifiably INSANE....

Who's going to pay the price of Babs Boxer's LUNACY then?!
Illegal immigrants???

This is just another tax on the working class of America. California politicians are destroying our state with left-wing environmental policies.

Hey Professor Somerville,
It's idiots like you who are getting us into a huge mess.
Sea levels risen and fallen throughout time, even before SUV's, and it isn't due to CO2.
Us peeps have had enough of your bull. If I were you, I'd read those hacked emails and files carefully.

response to Matt H.
the story appeared in both the Greenspace blog (a shorter version posted an hour after the cap-trade regulation was published) and in the print edition and the web edition of the newspaper the next day (today) in a longer version with more detail and comment. here is the URL to the longer version:

I am sorry that an announcement this important warranted only a blog post, and does not appear in the LA Times print edition.

Too bad about the commenters, also. There will always be climate change skeptics and deniers, even as our temperatures and sea levels rise.

I am thrilled to see California taking a lead on limiting greenhouse gas emissions. If anything, it does not go nearly far enough. A group of scientists has released an update to the IPCC's 2007 Report, called the Copenhagen Diagnosis. It paints a frightening picture. Time to get our heads out of the sand.

"Carbon dioxide emissions cannot be allowed to continue to rise if humanity intends to limit the risk of unacceptable climate change. The task is urgent and the turning point must come soon. If we are to avoid more than 2 degrees Celsius warming, which many countries have already accepted as a goal, then emissions need to peak before 2020 and then decline rapidly."

Professor Richard Somerville, Scripps Institution of Oceanography, University of California, San Diego, USA.

Global warming is a hoax. Its a cult-like religion used to push an agenda with Al Gore as the messiah. Nobody on the inside wants to admit that its a hoax, because they will no longer be employed.

Do you think its a coincidence that its now referred to as 'Climate Change'? That way, no matter which direction the temperature goes, they can still have jobs. They can never be wrong!

I can't wait to see what Al Gore has to say when we enter the next little ice age and people are freezing their cabooses off. He'll probably blame that on global warming too.

California has a 14% unemployment rate in the state of California and we are going to pass laws that run even more manufacturing jobs out of the state-based on dubious science no less???

nuts.....

Can't wait until Obama shows up in Copenhagen and apologizes again for the US - thi time for our major role destruction of the planet, signs a stupid treaty - which India and China won't sign so they can continue to take jobs from us; that along with this healthcare white elephant will seal his fate as a one termer. And that 100 years from now people will laugh at those who voted for this fast-talking empty suit in 2008...

For those who asked, the Los Angeles Times story on the hacked emails was published on Sunday.
http://www.latimes.com/news/nation-and-world/la-fg-climate-hacker22-2009nov22,0,913036.story

Where are the LA Times stories on Climategate?
This is unbelievable.

So commenters/readers have to do reporting for the LA Times now?

Doesn't make sense.

What a complete crock!!! Do any of these boneheads in the state legislature even bother to read the news or seek REAL scientific evidence on global warming? Uh... news flash... it's NOT HAPPENING!! Morons.

Time to clear the decks in Sacramento and throw all of them out.

"I'm loving the race to the top in state climate plans."
are you loving the race to the bottom in state jobs plans?

Mary Nichols is legitimately proud of what California has done. California's global warming law is the strongest in the country and is far more protective than what Congress is likely to enact.

This is a job killer. People will move their businesses elsewhere. These jobs will either go out of state or out of the country. Wall Street loves this idea because they will make billions from trading carbon offsets. The whole scheme is funded by the consumer who will pay higher taxes, pay more for goods and services, and have a greater likelihood of being unemployed.

Oh and by the way, the air in L.A. will be no cleaner in 2020.

The world has been cooling since 2001 and the whole idea of global warming is a fraud. There never was a hockey puck graph. don't let the politicians raise our taxes to combat a non existent idea. - look at these!
http://www.heraldsun.com.au/opinion/rorting-data-is-hell-nino/story-e6frfhqf-1225803452749

Cap-and-trade is just an excuse for another tax. Why not? We might as well continue our tradition of being the highest taxed state for the fewest benefits. How long will it be before all of our manufacturers move out of state or overseas? Then what will we do for the lost corporate taxes? Obviously, increased taxes for everyone else. Sooner or later we'll have to get off of this tax death spiral.

Cap and trade will do nothing to reduce greenhouse gases and only fatten the wallets of those running the program. It is a rip-off, run by the corrupt whose whole intention is redistribution of wealth from those who earn it to those who don't - while the administrators steal what could be billions.

The governments of California and the Obama administration have chosen the wrong course of action every time they have been given the chance. The massive deficits each run and the unemployment rates each have generated prove this.

Like so many others, I am moving my business (and the 80 Orange County high-tech jobs it provides) out of the state, to a state that actually sees the value in productivity and creation and retention of wealth.

Why isn't the Times reporting on the emails discovered by a hacker that prove global warming is a hoax?

California is good at leading at items that increase taxes and limit capitalism.

We're poor at living within our means. Looks like another "Revenue Enhancer" to me! Go California, the land of (in)opportunity!

This go-slow kind of action is not what is required to avoid disastrous climate change. Debating whether to put a carbon cap on fuel deliveries in 2012 or 2015 is meaningless if the measure will only raise gasoline prices 8 cents per gallon. Only with a cap where carbon trades above $100 per ton (instead of the proposed $10) will have the desired effect which is to quickly get back to 1990 emission levels by 2020. The real work then begins to reduce a further 80% our dependence on fossil fuel.

why is everyone in government so hell bent on turning us into europe? didnt our ancestors leave europe for more than a few good reasons? THIS IS AMERICA. LOVE IT OR LEAVE IT!

Hey! If anyone was struggling with doubts at just how California became bankrupt, Mary D. just gave credence to an insight.

What a bunch of idiots! I cannot believe these liberals who believe in this nonsense. California is going down the drain. Latimes you are going out of business soon. Just wait.

How can we oppose and put an end to this bill? We do not know conclusively that human activity is indeed causing the alleged "climate change", nor do we know the cost of this program to each of us as individuals or our economy as a whole. We've got to make appointed boards such as CARB responsible to the voters.

Your other story states that our planet has been cooling down the last ten years, won't these measures put us back into the iceages that much quicker?
Don't our legislatures read the news, couldn't you give them a free copy of your paper so they don't look so stupid?

This is great timing, given the fact that the global warming myth/conspiracy has been blown wide open by the release of the emails from the Climate Research Unit (CRU) at the University of East Anglia. Yeah, Arnold let's raise taxes in the name of saving the planet!

This is another job-killing proposal that is nothing more than "cap and tax."

The sad thing is that more jobs will leave the state, social services will increase and the result will be a net decrease in tax revenues.

This is just what we need as the people endure 12%+ unemployment.

And how is this a good idea now that we know through the ClimateGate leaked emails and documents that global warming was a crisis manufactured by faked data?

Do these left-wing zealots ever read the newspaper? Now, everybody else knows that 'global warming' is a a manipulated campaign by those who hope to enrich themselves by it. But not in California - no, we have a liberal Governor who hopes to punish businesses and soak more money from consumers, and a legislature that couldn't care less if the state goes bankrupt.

We really need a revolt by the public and send everybody in power in Sacramento back to the gutter where they belong.

If one fat guy in a room full of fat guys decides to stop farting while the others continue it won't really cut down the smell, it will just cause the one guy who stopped a lot of internal gas pains.

So? How many of these "national academic, industry and environmental experts" are participants in the ClimateGate e-mail communications released to public scrutiny last Friday?

We now have proof that the anthropogenic (man-made) global warming scare is a concerted, deliberate, and complete fraud. Not simply error but LIES from beginning to end, the seeming of science perverted to sordid political purposes.

And thus the basis for this "blueprint," this job-killing, consumer-raping, economy-shattering plot hatched in Sacramento is as thoroughly "Null & Void" as are the political careers of the legislators behind it.

Congratulations, California. You're about to fork over that stinking pile of manure you now suffer in place of a real state government.

Get out the hot tar and the feathers, folks. Time to decorate your "public servants" as they deserve.

I think all refiners and power plants in California should just shut down. Until the morons in Sacramento get a little more realistic. Global warming is a myth, it is being used to scare the people and make them and govenment spend untold billions on things not necessary. What are we going to tell the rest of the world who want the same things Americans have ? Oh sorry because of "global warming" you can't have the same things Americans have.

California can't even balance their budget but they presume to know what is best for everyone. Get your house in order first.

GLOBAL WARMING IA A HOAX. GLOBAL CLIMATE CHANGE IS A HOAX.

It was announced Thursday afternoon that computer hackers had obtained 160 megabytes of e-mails from the Climate Research Unit (CRU) at the University of East Anglia (UEA) in England. Those e-mails involved communication among many scientific researchers and policy advocates with similar ideological positions all across the world. Those purported authorities were brazenly discussing the destruction and hiding of data that did not support global-warming claims.

Professor Phil Jones, the head of the Climate Research Unit, and professor Michael E. Mann at Pennsylvania State University, who has been an important scientist in the climate debate, have come under particular scrutiny. Among his e-mails, Mr. Jones talked to Mr. Mann about the "trick of adding in the real temps to each series ... to hide the decline [in temperature]."

In another exchange, Mr. Jones told Mr. Mann: "If they ever hear there is a Freedom of Information Act now in the UK, I think I'll delete the file rather than send to anyone" and, "We also have a data protection act, which I will hide behind." Mr. Jones further urged Mr. Mann to join him in deleting e-mail exchanges about the Intergovernmental Panel on Climate Change's (IPCC) controversial assessment report (ARA): "Can you delete any emails you may have had with Keith re [the IPCC's Fourth Assessment Report]?"

In another e-mail, Mr. Jones told Mr. Mann, professor Malcolm K. Hughes of the University of Arizona and professor Raymond S. Bradley of the University of Massachusetts at Amherst: "I'm getting hassled by a couple of people to release the CRU station temperature data. Don't any of you three tell anybody that the UK has a Freedom of Information Act!"

At one point, Mr. Jones complained to another academic, "I did get an email from the [Freedom of Information] person here early yesterday to tell me I shouldn't be deleting emails." He also offered up more dubious tricks of his trade, specifically that "IPCC is an international organization, so is above any national FOI. Even if UEA holds anything about IPCC, we are not obliged to pass it on." Another professor at the Climate Research Unit, Tim Osborn, discussed in e-mails how truncating a data series can hide a cooling trend that otherwise would be seen in the results. Mr. Mann sent Mr. Osborn an e-mail saying that the results he was sending shouldn't be shown to others because the data support critics of global warming.

Welcome to the world of ripping off the taxpayer, with junk science claims and politicans who want to be "rock stars."
