No wonder Fran Pavley has staged a comeback. The former California assemblywoman, and renowned author of the state’s 2002 law to control global warming emissions in cars, and co-author of its 2006 comprehensive law to slash carbon emissions (the one Arnold likes to take credit for), bested rival Lloyd Levine on Tuesday in the Democratic primary for the State Senate. Could it be because she purchased carbon offsets to cover every vote-by-mail ballot in the 23d Senate District?
