>> The State of California's providing rebates ranging from $1,000-$5,000 for buying a qualified electric vehicle, including scooters and motorcycles.

>> The Natural Resources Defense Council and the Coalition For A Safe Environment says they'll sue the Port of Long Beach in 90 days unless port officials "take enforceable steps to clean up the diesel pollution generated by its operations." Read the open letter from the enviro groups here (PDF).

>> The USDA shut down operations at a Chino slaughterhouse called Hallmark Meat Packing, accused of supplying meat from at-risk cattle and treating weak animals cruelly. Earlier: Where pork chops come from.

>> U.S. Magistrate Elizabeth D. Laporte in San Francisco extended her prohibitions on the Navy from testing an experimental type of sonar in most parts of the world's oceans and ordered the Navy to meet with conservationists to work out details.

>> Scores of climate change bills are stacking up in the legislative queue, but global warming legislation remains a long shot for this year, says Richard Simon of the L.A. Times.
