What the Bicycle Master Plan is:
City of Los Angeles Bicycle Plan provides a guide to develop a citywide bicycle transportation system. The intent of the Bicycle Plan is to expand bicycle usage through further development of bicycle riding facilities, improvement of existing facilities, and creation of bicycle support programs. Ideally, the bicycle network will increase bicycle usage in place of automobiles.
By increasing the number of cyclists who use the bicycle for transportation, traffic congestion may be reduced and air quality improved. In addition, bicyclists can experience health benefits through increased physical activity.
You can read the old Los Angeles Bicycle Plan (1996/2002) here. Some of the policy and project recommendations from this plan will be incorporated into the update, although, of course, there'll be new elements too. The update's a joint project between L.A.'s Department of Transportation and the Department of City Planning.
Can't make it to the workshops? You can still participate by mapping out your fave bike route online via Bikely.com (follow the directions here) to show the city what routes are most important to you. A public survey's supposed to go online soon too.

I think LA should use www.mapmyride.com to map their bicycle routes, the site is much better than any others out there.

One of my employees is car-free and does a lot of bike riding. But of course, none of the times are viable for someone who works downtown, especially if they're car-free.
