Greenlist: New targets, local to national

>> At the state level, Cali's Air Board nailed down a greenhouse gas reduction target: Getting down to 427 million metric tons by 2020 -- which means slashing emissions by 30% over projected levels. The board will also require "more than 800 large industrial plants to report how much greenhouse gas they emit, the first such regulation in the nation."
>> At the national level, the house passed a sweeping energy bill -- with the 35 mpg by 2020 requirement for cars -- but the Senate's stalling, trying to remove the mandate that "utilities produce 15% of their energy from renewables by 2020, and a provision that would cut tax breaks and subsidies for oil companies."
