    Gov. Jerry Brown signs bill removing water bond from November ballotWith his signature, Gov. Jerry Brown on Monday pulled an $11-billion water bond measure from the November ballot, delaying it until the 2014 election.

The governor signed legislation introduced by supporters who worried that a separate ballot measure by Brown that would raise taxes might be jeopardized if it was on the same ballot as a massive water bond.

``Legislators on both sides of the aisle and a large contingent of water, agricultural and business groups played a critical role in crafting this bond and it is this same bipartisan group that asked to have the bond removed from this year’s ballot,'' said spokesman Evan Westrup. ``The governor listened.''

AB 1422 was one of 24 bills signed Monday by the governor. He also approved a measure banning non-elected public employees convicted of corruption charges, including bribery and theft of public funds,  from taking a government job for five years.

Assemblyman Paul Cook (R-Yucaipa) said he introduced the measure in response to a public corruption scandal in San Bernardino County that involved elected officials and their staff members.

The state Constitution bans elected officials from holding public office if they are convicted of abusing their power, and Cook’s bill would extend sanctions to non-elected officials including chiefs-of-staff.

"Whether you're a  legislator, mayor or chief of staff, criminals who violate the public trust have no place on public payrolls," Cook said.
