Jerry Brown had been banking on support from business owners to sway Republicans toward his budget plan. But that hasn't worked, so he's shifting his focus to law enforcement leaders, hoping that cops can convince the GOP to budge.

Public libraries are in danger of becoming another relic: In San Diego, they stand to be closed most days  as the squeeze on local government services around the state continues.
