San Diego emerges as the new front in the battle over public-employee pensions: A proposed 2012 ballot measure there would relegate all new city employees except police officers to 401(k)-style savings plans. Even newly hired firefighters would no longer have guaranteed pensions.

The first legal challenge to Gov. Jerry Brown’s budget cuts has surfaced. Children’s services are at issue.

There will be no special gun rights for California legislators after all. A proposal to allow them to get concealed-weapons permits is shelved. Instead, the officers who guard them will be armed.
