Throughout the campaign, Jerry Brown, like many political candidates, has used Twitter to communicate with his more than 1 million followers. His use of Twitter has often confounded reporters.

Brown has been known to unveil major policy proposals on Twitter without so much as a press release or a heads-up from his communications team.
