All budget cuts are not created equal. And a new report from UC Berkeley says that some budget cuts -- most notably to the state’s in-home aide program for the elderly and disabled -- would cause a disproportionate share of job losses.

A $1-billion cut to the state’s In Home Supportive Services program would cost California 215,900 jobs, according to the report, partly because of lost matching federal money.
