An estimated 230,000 households have been warned to evacuate in the county and the city through the ‘reverse 911’ emergency system. At an average of two persons per household, that would be nearly 500,000 people. It’s unclear, however, how many heeded the call. But five American Red Cross shelters are jammed, thousands are flocking to Qualcomm Stadium and the Del Mar Fairgrounds, and hotels are reporting 100% occupancy.
