David Markland over at Metroblogging L.A. offers 10 ideas for fixing L.A. traffic. Here are a few:
3. Ban additional conditional use and building permits for parking lots except for those adjacent to outlying MTA stops.
2. Tax valet and parking services 50%. Use tax dollars to fund public transportation.
1. Require the Mayor and all City Council members to take public transportation to and from their district to City Hall at least one day per week ... during peak hours. On one other day per week they need to take public transpo to another district's center, visiting a different district each week.

I agree that we need some high profile people to "model" the transit-riding behavior that more Angelenos need to adopt. Some publicity about our mayor and city council members getting on buses and Metro lines would be so much more effective than the MTA's ridiculous advertising campaign -- and it would save a lot of wasted dollars.
Those dollars could then be put toward running some of the bus lines that MTA is proposing to cut in June. How can we increase ridership if the service gets worse all the time?

CA needs to become 24 hours. The problem is that everyones going to the same place at the same time. Pay some people 50 cents more an hour to work evening of night hours and see traffic improve. My job could be done as good at midnight as it is at noon. But we are forced to work the good old 8-5 schedule which is the biggest cause of traffic.

Get some celebrities to ride public transportation a few times, and that will get everyone's attention.

Set up a donation fund in the MTA so that those of us who wish to contribute to our transportation system may do so. Local corporations may donate to help pay for improvements to light rail and freeways. Don't spend the money in any other department, or on salaries, or advertisements, just on transportation improvements.

There are some good suggestions here.
As for food and drink, it needs to be COVERED food and drink, and should be required to be kept off the floor.
Nothing will substitute for building our needed rail lines quickly and safely.
