New York's plan to charge motorists driving into Manhattan looked dead. Now there is word from Fox 5 News that a deal has been worked out. Mayor Bloomberg's plan has become a test for whether serious "congestion pricing" will fly:
Gov. Eliot Spitzer and New York City Mayor Michael Bloomberg have a new tentative proposal for a Manhattan traffic congestion plan to pitch to the state Legislature. Spitzer spokeswoman Christine Anderson says the governor and Bloomberg have a tentative agreement with Assembly Speaker Sheldon Silver, but the new proposal must go to members of the Democratic-led Assembly before it is approved.


The N.Y. State Legislature approved.
