PCH confusion

Pch There's a new turning rule at one Pacific Coast Highway intersection in Malibu. Problem is, according to the Malibu Times, that city officials say this is the first they are hearing about it:

California Department of Transportation spokesperson Judy Gish said signs warning about the rule have been up for more than a year, and were installed with the full knowledge and support of Malibu city officials. Councilmember Ken Kearsley, mayor at the time when the signs were supposedly installed, said they have been up for only a month or so. "To my knowledge nobody in the city was notified in advance," Kearsley said.

Is this like the artist painting the sign on the 110 in downtown LA where no one knew about it?

This also causes a problem at civic center way and malibu canyon, as all of the people taking this "shortcut" empty out onto malibu canyon. I never take this shortcut personally, but I think those who do are making the problem worse.
